You may also paint this area if only tiling a portion of the wall to minimize cut in work around the tile.
You can tile over it but it needs to be smooth to prevent your new tiles from laying crooked.
Prime to seal it and let dry.

Cut the tiles to.
Mark off an area of equal size on the floor nearby.
Sand the area with medium grit sandpaper until even and vacuum up the dust.
Do not smooth the wall completely.
If you had to remove pre existing tile or fix holes and cracks there are likely bumps in the wall.
Look for 100 grit or 80 grit sandpaper and wear a mask to protect your lungs from the particles in the air.
Just remove the roughest part.
However if you want a more unique approach you can put peel and stick vinyl tiling on your walls.
Move the knife in upward downward and sideways directions loosening and removing the surface of the texture from the wall.
Place a wide drywall knife on the wall at a 45 degree angle.
Sand the wall with medium grit sandpaper 80 grit to further smooth the texture creating an even surface on which to apply the tile.
Wipe with a damp cloth to remove any remaining dust and allow to dry.
